POSITION SUMMARY: 
The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives, the provision of objective information and the involvement of the community in collaborative partnerships.

The Mobility Services Division is charged with two basic interdependent responsibilities: 1.) making the non-single occupant vehicle (SOV) transportation system easier to use and 2.) changing people’s travel behavior in such a way that reduces single occupant vehicle trips region-wide. Both facets of our work are executed in order to implement the policies and programs contained within The Atlanta Region’s Plan.

This position will oversee the work associated with the improvement of the non-SOV transportation system. Additionally, the position will be responsible for leadership around the particular needs of people with disabilities, people with low incomes, and older adults within the non-SOV network. Specifically, this means that the successful candidate will be responsible for thought leadership, strategic planning, operational coordination, project/program design, and implementation activities associated with removing barriers, both physical and policy, to the use of public transportation, bicycling, walking, human service transportation, vanpooling, and carpooling. The position has a heavy focus on public transportation as the core of the non-SOV transportation system and will focus on the connection of the other modes to the transit network.

This is a management position that reports directly to the Division Manager. As such, the successful candidate will be expected to provide thought leadership on relevant transportation and related issues for the region at large, the agency as a whole, and the staff and consultants supervised by the position. This position will supervise at least one full time professional staff member and may supervise interns as needed. Within the Mobility Services Division, the position will be a peer to the Transportation Marketing Manager, the Transportation Demand Management (TDM) Outreach Manager, the TDM Information Systems Manager, and the Transportation Technologist. The successful candidate will be expected to work closely and collaboratively with this team to execute the Division’s work program in such a way as to maximize synergies between the behavior change aspects of the program and the system improvement aspects of the program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
•    Oversee, as well as directly perform daily transit planning and modal integration work activities;
•    Coordinate with the Transportation Access and Mobility Division on updates to the Regional Transportation Plan and Transportation Improvement Program;
•    Attend and represent the region’s interest at meetings regarding transit and other non-SOV system and corridor plans;
•    Lead special transit options and modal integration studies;
•    Establish and maintain a performance evaluation framework for the non-SOV system;
•    Attend meetings of transit advisory boards;
•    Make presentations to regional elected officials and transportation agency executive staff;
•    Assist with transit service and operational coordination issues shared by multiple operators such as bus route coordination, fare policy coordination, vehicle standards, etc.;
•    Develop RFPs and manage consultants;
•    Assist with developing the transit and non-SOV related aspects of the Atlanta Region’s Plan and the Atlanta Regional Transportation Improvement Program;
•    Oversee and perform policy analysis and report preparation for transit and other non-SOV issues;
•    Provide administrative and logistical support to policy and technical committees as needed;
•    Chair and coordinate the work of technical committees;
•    Perform other related duties as assigned.
Specific current projects for which this position will have oversight include, but are not limited to;
•    Update of the Regional Transit Vision
•    Implementation of the Regional Unified Bus Stop Signage Program
•    Development of a Universal Transit Fare Product
•    Maintenance and Implementation of the Regional Human Services Transportation Plan

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES: 
•    Knowledge of basic project management, marketing, record-keeping, contract and  budget administration;
•    Knowledge of regional transportation resources and geographic information systems;
•    Skill in oral and written communications;
•    Time management skills;
•    Ability to work collaboratively with a team and external partners;
•    Strong knowledge in Microsoft Office (Excel, Powerpoint, Outlook, Word) and related software applications. 

MINIMUM QUALIFICATIONS (equivalent combination acceptable):  
•    Bachelor’s degree
•    Five (5) years’ experience in planning for a major organization 

PREFERRED QUALIFICATIONS
•    Master’s degree in transportation planning, urban and regional planning, civil engineering, business and public administration, or related field
•    Three (3) years of experience supervising activities; preferably in a public agency environment

ANNUAL SALARY RANGE: $66,511 - $111,485 (no SS deductions except for Medicare portion, approx. 1.45% of salary)
